MANIFESTO.

01. The Game

Brazilian football has a youth protection problem nobody wants to name. Tens of thousands of boys — many under fourteen — are approached every month by fake agents, opportunistic scouts and middlemen who never signed anything, were never verified and never answer for anything. The channel is WhatsApp. The paper trail is zero. The consent is non-existent.

02. The Cost

The cost is human before it is legal. Entire families deceived by the promise of tryouts, scholarships, contracts. Boys pulled out of school for tryouts that never happened. Careers destroyed before they began. Violations of the Brazilian Statute of the Child and Adolescent that everyone in the ecosystem pretends not to see — because seeing it is work, because it is uncomfortable, because this is how it has always been.

03. Now

“This is how it has always been” is not an argument. It is an excuse. The LGPD has existed since 2018. The ECA has existed since 1990. The technology to do this right — verified identity, traceable consent, auditable flows — has existed for years. There is not a single technical, legal or economic reason why in 2026 a middleman should still be able to direct-message a twelve-year-old behind his family’s back. There is no excuse. Only inertia.

04. What Passe.ID Is

Passe.ID is not a marketplace. Not a football CRM. Not another social network for athletes. It is the legal infrastructure for an industry that was never built on rails. It is the place where the athlete’s identity, the guardian’s consent, the academy’s approval and the history of every contact stop living in WhatsApp groups and start living inside a system — with proof, with audit, with deadlines, with someone accountable.

The Non-Negotiable

“Compliance with velocity.” We protect the minor first, the athlete second. Every conversation passes through the academy and the guardian. Always. Our governance is the product.

05. The Gate

The non-negotiable rule is simple: every conversation between a scout and a minor passes through the academy and the guardian. Always. No exceptions. There is no — and there will never be — a premium tier that bypasses a gate. There is no customer large enough to buy a shortcut. No federation important enough to override a parent’s consent. If that limits who can use the platform, good. It is meant to limit.

06. The Bet

The commercial bet follows the ethical bet. Academies are the loss leader: the more academies inside the system, the more real protection for athletes, and the less room for those operating off the grid. Monetisation comes from scouts and agents — from those who need the legal access and are willing to pay for the reassurance of never again having an untraceable conversation. Academy coverage is the moat. Compliance is the moat. Everything else is a consequence.

We have no illusion that we will fix Brazilian football alone. We are certain that if someone does not start with the rails, the machine will keep running over the same families for the next thirty years. Someone has to start. We are starting.
